FREEHOLD, NJ (MONMOUTH)–A 27-year veteran of the Freehold Township Police Department has admitted to illegally accessing information from a law-enforcement computer database for personal use, Acting Monmouth County Prosecutor Lori Linskey announced Friday.
Lt. John Todd, 58, pleaded guilty to a count of third-degree Computer Theft during a Friday morning hearing before Monmouth County Superior Court Judge Jill Grace O’Malley.
An investigation by the Prosecutor’s Office’s Professional Responsibility and Bias Crime Unit revealed that on February 23, 2022, for personal reasons, Todd contacted a police radio dispatcher asking for personal information about an individual from the Criminal Justice Information System (CJIS), a database that exists strictly for law-enforcement purposes. Todd then passed that information along to a third party, who was not a member of law enforcement.
Under the terms of Todd’s plea, he will permanently forfeit public employment in New Jersey, receive a term of probation, and pay nearly $1,000 in fines. Todd will also apply to enroll in New Jersey’s Pretrial Intervention Program (PTI), which provides first-time offenders with opportunities for alternatives to traditional prosecution. Had he proceeded to indictment and trial, Todd could have faced up to five years in prison and tens of thousands of dollars in fines.
The case was assigned to Monmouth County Assistant Prosecutor Melanie Falco, Director of the Office’s Professional Responsibility and Bias Crimes Unit.
“Regardless of rank, there is no place within law enforcement for conduct such as this,” Acting Prosecutor Linskey said. “The vast majority of officers countywide routinely serve the public with integrity and honor, risking their own lives on the job every single day. Actions such as those of Lt. Todd unfortunately make the work they do all the more challenging, particularly when it comes to gaining and maintaining the trust and respect of the citizens who depend on them.”
“The Freehold Township Police Department is committed to our residents and the integrity of all interactions between my officers and the public we serve. We fully support the Monmouth County Prosecutor’s Office and their efforts adjudicating a difficult situation in which one of my officers violated the law,” Freehold Township Police Chief George K. Baumann added. “This breach of trust is an isolated incident, and does not define us or distract us from our primary goal of serving the residents and visitors of our community.”
Sentencing in the case has been scheduled for Friday, November 18.
A New York man was charged for an armed carjacking committed in South Brunswick, New Jersey, U.S. Attorney Philip R. Sellinger announced today.
Jashawn Robinson, 21, of Queens, New York, is charged by complaint with one count of carjacking and one count of discharging a firearm during a crime of violence. He will appear for his initial appearance at a later date.
According to the documents filed in this case:
On Aug. 29, 2021, at approximately 11:15 a.m., as two victims approached their vehicle parked in a motel parking lot to leave, Robinson ran up behind one of them, pointed a gun directly at her, and forcefully pulled her away from the vehicle. Robinson fired one round of ammunition from his gun into the air. Robinson then pointed his gun at the second victim, who had his hands in the air and was backing away from the vehicle. Robinson then entered the vehicle and drove away. The carjacking, including Robinson’s discharge of the firearm, was captured on video surveillance.
On Sept. 27, 2021, law enforcement officers located the carjacked vehicle parked on a residential street in Queens, New York, and established surveillance. The officers observed Robinson approach and enter that vehicle. As law enforcement officers converged and surrounded the vehicle, Robinson repeatedly tried to get away, including hitting parked cars and almost hitting law enforcement personnel. Robinson was removed from the vehicle and arrested.
The count of carjacking carries a maximum potential penalty of 15 years in prison. The count of discharging a firearm during a crime of violence is punishable by a mandatory minimum term of 10 years in prison and a maximum sentence of life in prison, which must run consecutively to any term of imprisonment imposed on any other charge. Both charges each carry a potential fine of up to $250,000.
U.S. Attorney Sellinger credited special agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Newark Field Division, Trenton Field Office, under the direction of Special Agent in Charge Jeffrey L. Matthews; and the South Brunswick Police Department, under the direction of Chief Raymond J. Hayducka, with the investigation leading to the charges. He also thanked the U.S. Marshals Service, the New York City Police Department, the Queens County District Attorney’s Office, and the Middlesex County Prosecutor’s Office for their assistance with this case.
The government is represented by Assistant U.S. Attorney Tracey Agnew of the U.S. Attorney’s Office’s Criminal Division in Trenton and Assistant U.S. Attorney Michelle S. Gasparian, Chief of the General Crimes Unit in Newark.
The charges and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

LAWRENCE TOWNSHIP, NJ (MERCER)–Fire Departments were dispatched to well involved vacant homes in the 1100 Block of Route 206 (Lawrenceville Road) near Carter Road at 4:40 a.m. Upon arrival the buildings were approximately 600 feet off the roadway in the rear of the property and firefighters had to lay hose up a long driveway to the rear of the property. Additional fire departments were called to the scene and the fire went to two alarms before being brought under control. A water tanker shuttle was set up to bring water to the scene.
Fire crews are still on location at this hour for the investigation. Further details are expected be released later.
Street and satellite views from Google Maps appears that the buildings on that property have been abandoned for quite some time.
TRENTON, NJ (MERCER)–John Paff from Transparency NJ says that in response to an Open Public Records Act (OPRA) request, he received today, an Excel spreadsheet identifying 2,171 Local Government Officers (LGOs), including mayors, municipal council members, zoning board members, etc., who were assessed $100 fines for allegedly failing to file Financial Disclosure Statements (FDS) by the April 30, 2022 deadline.
The decision to issue the NOVs and fines was made by Local Finance Board (LFB), the agency that primarily enforces the New Jersey Local Government Ethics Law (LGEL), at its June 8, 2022 meeting. The LFB enforces the LGEL against LGOs in all municipalities and counties except those that have their own ethics boards. In addition to counties and municipalities, the LFB also enforces the LGEL against LGOs serving regional authorities, county colleges, regional boards of health, joint insurance funds and other agencies.
The Microsoft Excel file, in exactly the form received, is on-line here. There are seven tabs across the bottom–one for each type of agency within the LFB’s jurisdiction. Within each tab, the name of the LGO who received the NOV is listed under the columns headed “Roster_FName” and “Roster_LName.”
Note that any LGO on the Excel spreadsheet has a right to appeal the LFB’s determination and its assessment of the fine. Anyone wishing to check on whether the a particular LGO has filed his or her FDS before or after the NOV’s issuance can perform a search here.
Note that Trenton, which has a large number of non-filers (link below), is not on the list because the city has its own ethics board and is thus outside the Local Finance Board’s jurisdiction. Trenton officials, it appears, pretty much are given a pass, according to Paff.
TRENTON, NJ (MERCER)–St Francis Medical Center (owned by Trinity Health) has been struggling financially for several years, and is not viable in the long-term, nor is its physical plant. Capital Health is entering into the transaction to acquire St. Francis so that it can preserve services to the vulnerable and underserved, and ensure and enhance patient access to comprehensive, integrated, high-quality care.
Subject to regulatory approvals, including approval by the NJ Department of Health, we anticipate that Capital Health Regional Medical Center on Brunswick Avenue in Trenton will become the new location for most services currently provided at SFMC. We anticipate that other services, such as a Satellite Emergency Department, would continue at the current SFMC site for a short period of time, and then transition to new ambulatory/emergency care locations that are easily accessible to the patients currently served by St. Francis. The specific details of these transitions are still being determined as we move through the regulatory review process. We look forward to sharing these plans with our community as we move through this process.
Trinity Health will retain ownership of the physical plant/property and plans to eventually demolish the physical structures once they are no longer needed. Trinity will work with the City to determine the best use of the property.

FREEHOLD, NJ (MONMOUTH)–As the legislature convenes for the fall session this week, Monmouth County Sheriff Shaun Golden, a leader in the law enforcement community, is calling on elected officials to immediately impose stiffer laws and penalties regarding auto theft, which has and is currently increasing at alarming rates throughout the State of New Jersey. All members of the legislature must address and make this sharp rise in auto theft a top priority. It is a major concern, since the safety and security of our residents are at risk.
Monmouth County had 314 car thefts in the first eight months of 2021 and 446 the first eight months of 2022. This is not a policing problem, but a policy problem, and Sheriff Golden is pressing the legislature and Governor to address “Catch and Release” and a failed “Bail Reform Act”. Specifically, the sheriff wants the legislature to adopt a five point plan into law which includes:
1). A stepped up scale of mandatory bail and sentencing for re-offenders similar to a three strikes policy.
2.) A mandatory hold of re-offending juveniles who should receive mandatory education and counseling.
3) Increased mandatory penalties for criminal rings or enterprises that employee juveniles as mules in the commission of the crime.
4) Increased penalties and mandatory sentencing for criminal actors using electronic GPS tracking devices.
5.) Include a central transparency list of offenders and prosecutions to include publish arrests, rearrests, court outcomes and sentences.
Sheriff Golden thanks members of law enforcement throughout Monmouth County for maintaining the public safety of our residents. It is now up to the state officials to take charge and address this very serious issue plaguing communities.

The male (identified as Anthony Riggins, 49-year-old male from Trenton, NJ) was subsequently located by Officer Massi hiding in tall grass on the lot of 320 Robbins Avenue. After a brief struggle, Riggins was taken into custody. At that location, officers located a discarded Sawzall cutting tool on the ground by the vehicle where Riggins was initially observed. Officers also located a black backpack which contained an NJ identification card belonging to Riggins, 14 used Sawzall blades, a screwdriver and a Gerber multi-tool.

FREEHOLD – As investigations continue into fatal shootings that claimed the lives of three local men during recent months, authorities are making an urgent plea to the public for more information that might help make the difference in identifying and locating suspects and making arrests.
“One of them had just spent time with his friends. Another had just had dinner with his mom. A third had just stopped by his parents’ house to say hello and was on his way over to see his girlfriend,” Linskey said. “Each of these men had people who loved them dearly and every reason to expect many more years of happiness and prosperity – and each had it all torn away from them in sudden, violent fashion.”
The three fatal shootings, which are not believed to be in any way related, unfolded as follows:
Members of the Neptune Township Police Department responding to a report of a shooting shortly before 11 p.m. on Saturday, May 14 found 39-year-old Marques Mills of Neptune Township inside a vehicle at the intersection of Hillview Drive and Edgemere Road, having sustained multiple gunshot wounds. He was subsequently transported to Jersey Shore University Medical Center, where he was pronounced dead on the morning of Sunday, May 15.
Members of the Neptune Township Police Department responding to a location off Route 35 South on a report of a shooting shortly before 1:45 a.m. on Monday, July 4 found 26-year-old Ayres Gray, Jr. of Manalapan in a parked vehicle on South Concourse, having sustained multiple gunshot wounds. Gray was rushed to Jersey Shore University Medical Center, where he was pronounced dead approximately one hour later.
Members of the Asbury Park Police Department responded to a report of gunfire originating from the 1600 block of Sewall Avenue shortly before 7:30 p.m. on Thursday, July 28. Upon arrival at the scene, officers encountered 33-year-old Kyshon Washington-Walker of Shrewsbury, who had sustained multiple gunshot injuries. He was transported to Jersey Shore University Medical Center, where he was pronounced deceased a short while later.
The mothers of all three men recently personally shared with members of our office remembrances of their sons – and their complete devastation over losing them.
Gray’s mother recalled that he loved his family and friends deeply and unconditionally. Washington-Walker, known affectionately as “Butey” by his loved ones, had a smile that lit up any room that he was in, according to his mom, and had just started a new job he loved, working as a State-Certified Fire Inspector. Mills’s mother expressed deep pride at how her son had transformed his life and his body through physical fitness, becoming both a certified personal trainer and an entrepreneur designing fitness apparel.
“These families, each of which will never quite be the same, deserve justice for the loss of their loved ones. It is an absolute certainty that there are individuals currently out there in possession of information that would crack each of these cases wide open,” Acting Prosecutor Linskey said. “To them we would say this: please think about these grieving mothers and do the right thing. Contact our Detectives, tell them what you know, and help these families.”

There have been fourteen reported homicides in the City of Trenton in 2022. After a relatively quiet summer this is the second homicide since the mayor made an announcement at the end of August that mentioned three months without a homicide in the City of Trenton.
Last year at this same time there were 22 homicides in the City of Trenton as of September 11, 2021. This year there have 14 homicides. There is still much work to be done but Trenton seems to be moving in the right direction with a 36% reduction in homicides for 2022.
