Burlington County Prosecutor LaChia L. Bradshaw announced that a 23-year-old Burlington Township man was sentenced today to 22 years in state prison for starting a fire at a Pemberton Borough apartment complex last year that killed a man who lived there.
Newlin Evans IV, who pled guilty in January to Aggravated Manslaughter (First Degree), must serve 85 percent of the sentence before becoming eligible for parole. The sentence was handed down in Superior Court in Mount Holly by the Hon. Terrence R. Cook, P.J.Cr., in accordance with a plea agreement between the defendant and the Prosecutor’s Office.
The investigation began after emergency officials were dispatched to a fire at the Tara Hall Apartment Complex in the first block of Egbert Street during the early morning hours of April 20, 2022.
The investigation revealed that Evans cut the screen of a ground floor apartment, broke the window and threw material soaked in gasoline that he had lit on fire into the unit. The blaze killed 22-year-old Camryn Powell.
Evans, who suffered burns, fled the scene and ultimately was transported to Jefferson Hospital in Philadelphia for treatment. He was arrested upon being discharged in May 2022.
The investigation was conducted by the New Jersey State Police, with assistance from the Pemberton Borough Police Department, Mansfield Police Department, New Jersey State Fire Marshal’s Office, Burlington County Fire Marshal’s Office, Jefferson Hospital Campus Security Department and the Philadelphia Police Department.
Evans was prosecuted by Assistant Prosecutor Andrew McDonnell, supervisor of the BCPO Financial Crimes Unit.

HAMILTON TOWNSHIP, NJ (MERCER)–Mercer County Prosecutor Angelo J. Onofri announced today that an investigation conducted by the Mercer County Homicide Task Force and the Hamilton Police Division has resulted in the arrest of a Burlington County man for the shooting death of Matthew Morales.
Joshua Davis, 18, of Fieldsboro, NJ, is charged with one count of first-degree murder, one count of second-degree possession of a weapon for an unlawful purpose and one count of second-degree unlawful possession of a weapon. He was taken into custody without incident Wednesday afternoon in Mount Laurel. The prosecutor’s office has filed a motion to detain Davis pending trial.
Hamilton police officers responded to a shooting in progress in the 4900 block of S. Broad Street shortly after 1 a.m. on Wednesday, May 17, 2023. Upon arrival, officers located a male victim in the driveway of a home near Pilgrim Way suffering from a gunshot wound. The victim, identified as Morales, 28, of Blackwood, NJ, was transported to Capital Health Regional Medical Center where he was pronounced dead a short time later. Investigation revealed that Morales was shot during an altercation with Davis on S. Broad Street.

FLORENCE TOWNSHIP, NJ (BURLINGTON)–Firefighters reported that on May 9, 2023, at 7:03 a.m. the Florence Township Fire Department was dispatched to a house fire. The initial dispatch information there was a house fire with people trapped inside. Upon arrival, units reported heavy smoke, 2 people trapped on the front roof, and heavy fire on the right rear of the building. The firefighters placed a ladder to the roof, rescued the trapped fire victims, and stretched a 1 ¾” hose line. The fire extended into the apartment on the second floor, the attic above, and the adjoining duplex on the left side.
Fire departments from Bordentown City, Bordentown Township, Burlington City, Burlington Township, Delran Township, Riverside Township, and Willingboro Township all assisted with fire suppression operations.
Both residents from the apartment were transported to the appropriate hospitals.
The fire was placed under control at 7:47 a.m., and is under investigation by the Florence Township Fire Marshal and the Florence Township Police Department.

FLORENCE, NJ (BURLINGTON)–It was reported that around 7:00 a.m., this morning a fire was reported in the 300 Block of Third Street with reports of two people trapped. Firefighters arrived and found smoke and fire coming from a 2 1/2 story duplex home with two victims trapped on the roof. Two were rescued from the roof and medical helicopter was called to the scene to fly them to the hospital. Two lines were stretched and firefighters vented the roof. The fire was placed under control in about a half hour.

TRENTON – Attorney General Matthew J. Platkin today announced charges against a Montclair State University (MSU) student who was arrested at his residence on the school’s campus in Essex County, NJ, for allegedly possessing and creating Child Sexual Abuse and Exploitation Material (CSAEM) involving children he contacted online. The arrest is the result of an investigation led by the Division of Criminal Justice (DCJ) Cybercrime Bureau/Internet Crimes Against Children (ICAC) Taskforce.
Keyon Luff, 21, of Edgewater Park, NJ, is charged with first-degree endangering the welfare of a child for manufacturingCSAEM, second-degree sexual assault, third-degree endangering the welfare of a child for possession of CSAEM, and third-degree impersonation.
Luff, a junior at MSU, was taken into custody after detectives with the DCJ Cybercrime Bureau, assisted by the Montclair State University Police Department (MSUPD), executed a search warrant on Luff’s dorm room shortly before 7 a.m. on May 3, 2023. As a result of the search, detectives seized numerous digital devices from Luff’s room and determined that Luff was not only in possession of CSAEM, but also created fictitious social media accounts to contact underage children and engage in sexually explicit conversations. In some of those conversations, Luff directed children to perform sexual acts, record them, and send them to him via social media platforms. Luff was processed by MSUPD and transported to the Essex County Jail where he is being held pending a detention hearing.
“I commend the work of the dedicated men and women of the Division of Criminal Justice for their ongoing work on this case and the countless other cases against individuals who use the internet as a means to gain access into the lives of children,” said Attorney General Platkin. “Through our tireless efforts, we are working to identify and bring to justice those who seek to exploit the most vulnerable members of society – our children.”
The investigation that led to Luff’s arrest was initiated by the DCJ Cybercrime Bureau following a cybertip from the National Center for Missing and Exploited Children (NCMEC). NCMEC is a private, non-profit organization that assists with the location of missing children, reduction in child sexual exploitation, and prevention of child victimization. It also is an international clearing house that gathers information from law enforcement agencies and the public regarding issues of missing and exploited children. Cybertips are also reported to NCMEC when there is an allegation of a child being exploited over the Internet. NCMEC will then disseminate the information to the appropriate agencies for investigation.
Specifically, in this investigation, NCMEC reported that a cloud-based file hosting service reported that several files of suspected CSAEM were uploaded to its platform. Through investigative measures, investigators were able to determine that the Internet Protocol (IP) address used to upload the CSAEM files was associated with Montclair State University. Further investigation identified Luff as a suspect.
Deputy Attorney General Robert Guarni is prosecuting the case for the DCJ Cybercrime Bureau, under the Supervision of Deputy Bureau Chief Lisa Rastelli, Bureau Chief Jillian Carpenter, and Deputy Director Derek Nececkas. The investigation was led by the DCJ Cybercrime Bureau under the supervision of Lieutenant Richard DaSilva.
Attorney General Platkin thanked the Montclair State University Police Department and its Detective Bureau for their assistance.
First-degree charges carry a sentence of 10 to 20 years in state prison and a fine of up to $200,000. Second-degree charges carry a sentence of five to 10 years in state prison and a fine of up to $150,000, while third-degree charges carry a sentence of three of five years in prison and a fine of up to $15,000.
The charges are merely accusations and the defendant is presumed innocent unless and until proven guilty in a court of law.
RIVERSIDE, NJ (BURLINGTON)–Burlington County Prosecutor LaChia L. Bradshaw and Delanco Township Police Chief Adam M. Tilger announced that a Riverside High School teacher’s aide has been charged with having a sexual relationship with a male student.
Michelle Jacoby, 27, of Riverside, was charged with Aggravated Sexual Assault (First Degree) and Endangering the Welfare of a Child (Second Degree). She was taken into custody last night and released today following an appearance in Superior Court.
The case will now be prepared for presentation to a grand jury for possible indictment.
The investigation began yesterday after the BCPO Special Victims Unit received information that the student had disclosed the relationship to a teacher. The investigation revealed that the relationship, which has since ended, involved multiple encounters over a two-year period beginning when the student was a freshman. Nearly of all them occurred in Jacoby’s home.
The age of the student and other details are being withheld in an attempt to protect his identity.
Riverside Superintendent Michael Adams said that Jacoby, who also serves as the Riverside High School marching band director, has been suspended.
“The safety of our students and staff is absolutely paramount,” Adams said in a statement to the school community. “Therefore, I want to assure you that based on the information shared with me regarding this specific allegation from a few years ago, there is no current safety concern for our staff or students. The School District will continue to cooperate fully with the authorities regarding this situation and will continue to provide the appropriate support/training for our staff and students.”
The investigation was conducted by the Prosecutor’s Office and the Delanco Township Police Department. The lead investigators are BCPO Det. Nick Schieber and DTPD Officer Adam Lipiec.
Jacoby is being prosecuted by Assistant Prosecutor Stephen Eife, supervisor of the Special Victims Unit.

Pemberton, N.J. – The Attorney General’s Office is investigating a motorcycle crash that occurred during a police pursuit. The crash occurred on April 20, 2023, after a Pemberton Township Police Officer attempted to stop the motorcycle in connection with a criminal investigation. The motorcycle being pursued struck an unrelated civilian vehicle, resulting in the death of the motorcycle driver and serious injuries to the motorcycle passenger. The identities of the decedent and the other individual are not being released at this time.
According to the preliminary investigation, the crash occurred on County Route 687 West near the intersection of Davis Street in Pemberton shortly after 5:16 p.m.
A 2019 law, P.L. 2019, c. 1, requires the Attorney General’s Office to conduct investigations of a person’s death that occurs during an encounter with a law enforcement officer acting in the officer’s official capacity or while the decedent is in custody. It requires that all such investigations be presented to a grand jury to determine if the evidence supports the return of an indictment against the officer or officers involved.
MOUNT LAUREL, NJ (BURLINGTON)–Burlington County Prosecutor LaChia L. Bradshaw and Mount Laurel Police Chief Judy Lynn Schiavone announced that an investigation is being conducted into the death of a man whose body was found this morning at the Rodeway Inn on Route 73 in Mount Laurel.
The investigation began after officers from the Mount Laurel Police Department were called to the hotel just before 10 a.m. They found the decedent, whose name is being withheld at this time, outside of a room near a stairwell.
An autopsy will be performed by Burlington County Medical Examiner Dr. Ian Hood to determine the cause and manner of death.
A person of interest has been taken into custody. Additional information will be released tomorrow.
The investigation is being conducted by the Mount Laurel Police Department and the Burlington County Prosecutor’s Office, with assistance from the Camden County Police Department, the Cherry Hill Police Department and the Evesham Township Police Department.
HAMILTON TOWNSHIP, NJ (MERCER)–Tpr. II Charles Marchan from the New Jersey State Police Public Information Unit told MidJersey.news that Troopers responded to a motor vehicle crash at 5:19 a.m. on the New Jersey Turnpike northbound on the inner roadway milepost 58.8, Hamilton Twp., Mercer County.
Based on a preliminary investigation a Honda passenger car was traveling north on the New Jersey Turnpike in the center lane. A Ford transit van was traveling north in the right lane. In the area of milepost 58.8, the Honda changed lanes from the center lane to the right lane and a collision occurred. As a result of the crash the driver of the Honda, Abdenour Rekik, a 41-year-old of Philadelphia, PA sustained fatal injuries. The driver of the Ford sustained no injuries. The crash remains under investigation and there is no additional information available.

HAMILTON TOWNSHIP, NJ (MERCER)–NJ State Police, Firefighters from Robbinsville and Bordentown Townships as well as EMS responded to mile post 58.8 north bound for a serious crash around 5:41 a.m. It was reported that one person was trapped and unresponsive. The New Jersey State Police is actively investigating the crash. No further details are available at this time.

MEDFORD, NJ (BURLINGTON)–The New Jersey State Police have charged Jonathan P. Ryker, 25, of Hammonton, N.J., with sexual assault for allegedly assaulting minors who he coached at Rockstar Cheer in Southampton, N.J.
In August 2022, detectives from Troop “C” Criminal Investigation Office, Burlington County Prosecutor’s Office, and the Medford Township Police Department began investigating explicit content that was sent from Jonathan P. Ryker to a minor via social media. During the 8-month investigation, detectives were able to identify another victim of Ryker who was also a student at Rockstar Cheer.
Ryker was additionally charged with endangering the welfare of a child, and aggravated criminal sexual contact. Ryker was lodged in Burlington County Jail pending a detention hearing.

MEDFORD, NJ (BURLINGTON)–Burlington County Prosecutor LaChia L. Bradshaw and Medford Township Police Chief Arthur E. Waterman announced that a Medford Township man has been charged with killing his wife in their Regent Court home last week.
Babu Natarajan, 40, was charged with Murder (First Degree). He was taken into custody yesterday at his residence and lodged in the Burlington County Jail in Mount Holly pending a detention hearing in Superior Court.
The case will be prepared for presentation to a grand jury for possible indictment.
The investigation began on the afternoon of March 21, when officers from the Medford Township Police Department were called to the residence for a report of an unconscious and unresponsive female adult.
Upon arrival, they found the body of Angammal Babu, 41, on the bed in the upstairs master bedroom. The 911 call was placed by the defendant, who indicated to responding officers that his wife had taken a nap because she was tired.
An autopsy performed by Burlington County Medical Examiner Dr. Ian Hood concluded that the manner of death was homicide, and the cause of death was due to compression of the victim’s neck.
The investigation was conducted by the Burlington County Prosecutor’s Office and the Medford Township Police Department. The lead investigators are BCPO Detective Al-Jerome Burnett-Crawford, BCPO Detective Melyssa Alonso, MTPD Detective Sergeant Jeff Samalonis and MTPD Detective Mark Hunsinger.
Natarajan will be prosecuted by Assistant Prosecutor Bob Van Gilst, supervisor of the BCPO the Major Crimes Unit.

CAMDEN, N.J. – A doctor was sentenced yesterday to 15 months in prison, three years of supervised release and ordered to pay restitution of $1.9 million and forfeiture of $54,000 for his role in two separate conspiracies to defrauding New Jersey state health benefits programs and accepting kickbacks in exchange for referring laboratory work. Dr. Daniel Oswari, 51, of Bordentown, New Jersey, pleaded on Dec. 16, 2019, in Camden federal court to two counts of an indictment charging him with conspiracy to commit health care fraud and wire fraud and conspiracy to violate the Anti-Kickback Statute and the Travel Act.

Doctor and Pharmaceutical Representative Admit Health Care Fraud Conspiracies Targeting State Health Benefits Programs
CAMDEN, N.J. – A Trenton doctor today admitted his role in two separate conspiracies for defrauding New Jersey state health benefits programs and accepting kickbacks in exchange for referring laboratory work, U.S. Attorney Craig Carpenito announced. A pharmaceutical representative admitted his role in a separate health care fraud conspiracy and to obstructing justice by telling witnesses to lie to the grand jury investigating the scheme.
Dr. Daniel Oswari, 48, of Bordentown, New Jersey, pleaded guilty today before U.S. District Judge Robert B. Kugler in Camden federal court to two counts of an indictment charging him with conspiracy to commit health care fraud and wire fraud (Count One) and conspiracy to violate the Anti-Kickback Statute and the Travel Act (Count 23). Mark Bruno, 45, of Northfield, New Jersey, also pleaded guilty before Judge Kugler to an information charging him with conspiracy to commit health care fraud and obstruction of justice.
Oswari was charged in October 2019 along with Steven Monaco, Michael Goldis, and Aaron Jones, and charges remain pending against those three defendants.
According to documents filed in these cases and statements made in court:
Compounded medications are specialty medications mixed by a pharmacist to meet the specific medical needs of an individual patient. Although compounded drugs are not approved by the Food and Drug Administration (FDA), they are properly prescribed when a physician determines that an FDA-approved medication does not meet the health needs of a particular patient, such as if a patient is allergic to a dye or other ingredient.
Between January 2014 and April 2016, Oswari participated in a conspiracy that discovered that certain insurance plans paid for certain prescription compound medications – a including vitamins and pain creams – from a Louisiana pharmacy, identified in the indictment as the “Compounding Pharmacy 1,” and a Pennsylvania pharmacy, identified in the indictment as “Compounding Pharmacy 2.” The conspirators targeted patients with these insurance plans that provided coverage for the compound medications, particularly New Jersey state and local government and education employees. An entity referred to in the indictment as the “Pharmacy Benefits Administrator” provided pharmacy benefit management services for the State Health Benefits Program, which covers qualified state and local government employees, retirees, and eligible dependents, the School Employees’ Health Benefits Program, which covers qualified local education employees, retirees, and eligible dependents, and other insurance plans. The Pharmacy Benefits Administrator paid prescription drug claims and then billed the State of New Jersey or the other insurance plans for the amounts paid.
Oswari and members of his staff tried to persuade patients to receive the prescription compound medications, even if the patients did not have a medical necessity for the medications. Oswari signed printed prescription forms from Compounding Pharmacies 1 and 2 that had pre-selected the highest number of refills to obtain the highest possible insurance reimbursement. Oswari signed some prescriptions without seeing or evaluating the individuals, including for individuals who were not his patients. Oswari signed approximately 285 prescriptions for compounded medications, and the Pharmacy Benefits Administrator paid Compounding Pharmacies 1 and 2 approximately $1.9 million for the prescriptions he signed. In exchange for signing the prescriptions, Oswari received cash kickbacks.
Oswari also pleaded guilty to a separate conspiracy to take kickbacks for referring laboratory work and signing prescriptions. Oswari had a laboratory hire his medical assistant as a phlebotomist. The medical assistant continued to work for Oswari, but laboratory paid her salary for over two years. In return, Oswari referred his blood and urine samples to the laboratory for testing. This lab work was insured by Medicare, New Jersey Medicaid, and other insurance companies.
Bruno worked for a company that marketed compounded medications and received a percentage of the insurance payments. Bruno introduced a doctor to the company and received a percentage of the payments for prescriptions that the doctor wrote. Bruno and others paid the doctor to reward him for signing prescriptions. Bruno recruited individuals covered by New Jersey state insurance plans because he knew that those plans paid thousands of dollars for certain compounded medications. Bruno paid several of these individuals to see his doctor and receive prescriptions for compounded medications. Bruno received $68,872 from the company and caused $524,935 in losses.
Bruno learned in 2018 that the federal grand jury was investigating him. In 2019, two individuals paid by Bruno to receive compounded medications told him that they had received subpoenas to testify in the grand jury, and another two told Bruno that they were contacted by the FBI. Bruno told the first two to lie in the grand jury and deny that he paid them. Bruno told the other two to tell the FBI that he had not paid them.
The health care fraud and wire fraud conspiracy count to which Oswari pleaded guilty carries a maximum potential penalty of 20 years in prison and a $250,000 fine, or twice the gain or loss from the offense. The kickbacks conspiracy count to which Oswari also pleaded guilty carries a maximum penalty of five years in prison and a $250,000 fine, or twice the gross gain or loss from the offense. The heath care fraud conspiracy and obstruction of justice charges to which Bruno pleaded guilty each carry a maximum potential penalty of 10 years in prison and a $250,000 fine, or twice the gain or loss from the offense.
Sentencing for Oswari is scheduled for March 23, 2020, and sentencing for Bruno is scheduled for March 24, 2020.
U.S. Attorney Carpenito credited agents of the FBI’s Atlantic City Resident Agency, under the direction of Special Agent in Charge Gregory W. Ehrie in Newark; IRS – Criminal Investigation, under the direction of Special Agent in Charge John R. Tafur in Newark; and the U.S. Department of Labor, Office of Inspector General, New York Region, under the direction of Special Agent in Charge Michael C. Mikulka, with the investigation leading to the guilty pleas. He also thanked the Division of Pensions and Financial Transactions in the State Attorney General’s Office, under the direction of Attorney General Gurbir S. Grewal and Division Chief Aimee Nason, for its assistance in the investigation.

The charges and allegations contained in the indictment against Monaco, Goldis, and Jones are merely accusations, and the defendants are presumed innocent unless and until proven guilty.
MAYS LANDING, NJ – Raul Virella, 30, of Bordentown, NJ, pleaded guilty on Tuesday, March 28, 2023 to second-degree aggravated assault, in exchange for a seven-year term in New Jersey State Prison, subject to the No Early Release Act, meaning that he must serve 85% of that sentence before he is eligible for parole.
On February 8, 2022, Officer D. Fabrizio of the Galloway Township Police Department, responded to an altercation in the area of Federal Court in Galloway. Investigating officers made contact with a victim suffering from severe stab wounds. The victim was transported to the hospital where he underwent lifesaving emergency surgery.
Defendant, Raul Virella, was placed under arrest nearby. During a statement to law enforcement, Defendant admitted to stabbing the victim.
Sentencing will be on May 9, 2023, before the Honorable W. Todd Miller, J.S.C. Assistant Prosecutor David Little represents the state in this matter.
Garden State Parkway is closed between Exit 63 and Exit 38 in both directions.
